THE RESULTS OF THE PEDAGOGICA EXPERIMENT OF THE DEVELOPMENT OF THE PROFESSIONAL SOCIOKOMMUNICATIONAL COMPETENCE OF THE MANAGERS OF THE PROFILE GENERAL EDUCATION INSTITUTION IN THE SYSTEM OF THE POST-GRADUATE EDUCATION: PEDAGOGICAL CONDITIONS

Abstract
The main results of the experiment are expounded: the development ment of the levels of the professional socio-communicational competence of the managers of the profile general education institution the analysis of the pedagogical conditions of their permanent education in the system of post-graduate education.

Problem. Learning the basic question of studies have shown that continuous education of leaders in post-graduate education depends on the creation of pedagogical conditions.

The purpose of this article is to illustrate the main results of the pedagogical experiment of study of the conditions of continuous training for leaders in post-graduate education.

The main material of the study. Experimental verification of pedagogical conditions for increasing levels of professional competence sociocommunicational heads of secondary schools (PGEE) regulated model of continuous professional development system sociocommunicational competence managers PGEE where all its components (normative and conceptual, content-functional, procedural and technological, refleksiyno diagnostic) interconnected and interdependent [1, p.98].

To implement formative stage of the experiment in the dissertation we were facing problems:

1) implementation of the model of the development of professional competence sociocommunicational PGEE leaders in the educational process and create pedagogical conditions aimed at improving their skills;

2) a control measure levels of professional competence sociocommunicational PGEE  leaders – members of the control and experimental groups.

In the forming stage of the experiment, which was conducted during 2009 – 2011, attended by leaders PGEE, teachers of Vinnytsia, Zhytomyr, Chernihiv and Poltava. The experiment covered 820 respondents. Accordingly, it was determined experimentally (417 respondents) and the control group (403 respondents) Therewerepo. Significant differences in levels of professional competence sociocommunicational leaders PGEE in the experimental and control groups, as evidenced by the results of the primary stage of the experiment.

For experimental verification of pedagogical conditions enhance the development of professional competence sociocommunicational leaders PGEE we have made changes in the structure and content of the classes of permanent (continuous) training of the  managers PGEE [1, 2]. These changes are regulated by developed educational and vocational program that ensures continuity and consistency of training and integrity of defense (first pedagogical condition) [2]. Leaders OF PGEE control and experimental groups increased qualification part-distance form of specially organized training and extended time period between the treatment courses [3].

Recurrent training courses PGEE leaders began fromorganization of  organize interpersonal interaction of training (classes protective psychological barriers, establishing emotional contact, the development of a positive self-perception, the perception of their own learning objectives, etc.). Constructing the content and structure of education leaders PGEE in specially organized a Continuous their training (second pedagogical condition) provided guidance on the teaching process personal focus their training.

The period of intensive permanent education leaders PGEE had the following components: methodological providing general philosophical component of training and theoretical and methodological, which provides content management component to enhance their qualifications. These components reflect the professional needs of leaders PGEE and combined together in teaching and thematic plans and educational and vocational programs, training courses managers PGEE.

In the methodological part of the educational process managers PGEE (scientific and theoretical module – 10% of teaching time), we have included topics such as, theoretical and methodological principles of management of professional education at the CEI “, that the legal professional education and child welfare” and Special courses, Professional Competence PGEE leaders. ” This choice of topicsis due to the fact that:

- Firstly, the CEI heads held training courses only as teachers teaching the subject and constantly need updating management practices in innovative changes in education;

- Secondly, the emergence of new educational position – competence oriented approach in the educational process needs to conceptualize competence as a result of training in the development of professional competence sociocommunicational PGEE managers in the system to enhance their skills;

- Thirdly, managers PGEE require knowledge not  only of their duties as headsof the educational institution, but also civil rights and freedoms for their effective implementation for the development of civil society.

Theoretical and methodological component of permanent educational process of professional competence sociocommunicational PGEE managers (80% of teaching time) is presented by  methodically practical module and included such subjects as, Modern methods of training executives PGEE to implement specialized education “vocational and personal self acknowledgement samovyznannya PGEE leaders in innovative changes in education” pedagogical innovation”, monitoring studies of professional competence sociocommunicational PGEE leaders. “Implementing the principles of comprehensiveness, intehratyvnosti and innovation in the process of training managers PGEE (third pedagogical condition) was carried out by introducing the learning process of integrated special courses, competency development sociocommunicational leaders PGEE “where students acquire skills in creating courses specific innovation profile space by ICT, technology portfolio , participated in the round table, Competence approach in management, training and education in creating educational district. ” Workshops, Art Management “Special of Features managerial communications managers PGEE” Method of projects for training of managers PGEE to implement specialized education “(Variable Part) provided an opportunity for leaders PGEE  how to acquire new practical managerial skills and receive individual counseling specialists. This selection of subjects due to a number of reasons:

- Advanced computer program managers PGEE provide a general approach to improve their professional competence as teachers, so managers need to have an idea about the features of an educational institution in a certain direction;

- Study of characteristics of profile education in Ukraine – as a source of PGEE provide overall development, personal, social, communicative competence, which gives the possibility to consider complex professional, sociocommunicational competence of leaders PGEE;

- An independent analysis of the heads PGEE his career in recent years (professionally correctly identify priority side offhe analysis, an objective assessment of their experience, to see it in motion, development, see under separate accumulation of facts, events, activities, daily concerns and worries, total line of its development as a teacher for subject-and school heads) will enable managers PGEE compare his experience with plans for their own professional development over a longer period of permanent education;

- Heads PGEE still feel a certain psychological barrier to the development of computer technology and the use of information resources management, which is usually masked by concerns about educational opportunities these tools and technologies, even experienced leaders are far from new ICTs do not own them and with conservative thinking, do not always understand their significance, the introduction of ICT in teaching, training and management, this approach leaves unused tremendous opportunities enhance visual-figurative and theoretical and imaginative thinking all participants in the educational process;

- Training managers PGEE in the workshops implementing the principle of the unity of theory and practice, the author introduces the various findings of school leaders, management techniques, helps to synthesize their own teaching experience and strengthen innovative capacity.

Organizational Analysis module (10% of teaching time) integrates object-technical and methodological constituents period of intense training and includes input diagnostics, identification deficit sociocommunicational professional competence, choosing their own path of development in accordance with the result of diagnosis. Orientation training content the modern requirements for the development of professional competence sociocommunicational leaders PGEE  (first teaching condition) enabled the students for this stage of the curriculum to choose electives that best meet its needs, and after a period of intensive training through permanent output current diagnosis rate dynamics of their own professional competence sociocommunicational (level komptentnostey which he raised, and the level of which is still below desired). Scientific conference leaders PGEE of modern professional education and protection group and individual research projects helped demonstrate his professional sociocommunicational competence (knowledge, skills, values and work) in practice.

Personally focused orientation training managers PGEE (third pedagogical condition) provided clarification and correction of the content of their training programs by implementing business game, planning the content of permanent education leaders PGEE in air defense system. “December held faculty chairs methodology and management of education, psychology, pedagogy, teaching school subjects. During the game the students had the opportunity to gain experience of self-determination in situations of individual and group awareness of professional and personal difficulties and their problematisation and determining the content of training (range of topics), which provide a solution to these problems. Also the game included determining training course PGEE leaders of each group and individual educational trajectory based on their needs, interests and professional and personal educational problems in their own planning handout listener courses.

In the experimental group to the theoretical, methodological and methodical problems of scientific-theoretical and methodological and practical modules we took more time to implement the practical part of content, aimed at building the necessary skills and knowledge development, skills management communications manager (fourth pedagogical condition). In this regard, the organization training managers PGEE experimental group, we used the active and interactive teaching methods.

Leaders PGEE participated in discussions on the theme Development акмеологічноїкомпетентності” brainstorming, Model of the modern leader of an educational institution, “business game, art lessons management”, Workshop, Test task

,, and managerial auction” and, Auction of knowledge”. Details of these forms and methods of training managers PGEE have been disclosed in section 4 of the research. Since competence developing integrated, each of them influenced the psycho-pedagogical and administrative training and to improve levels of professional competence sociocommunicational leaders PGEE  (Fifth pedagogical condition). For these indicators of managers PGEE for social activity-criterion as the ability to solve problems in different situations, the ability to define the purpose of communication, we offered the students to participate in training, Communicative competence PGEE leaders. ” Business game, art lessons management “helped develop indicators such as the ability to make effective decisions in problem situations, the ability to jointly set goals and work to implement them in the implementation of school education, the ability to find information, and choose it to develop innovative thinking. Method of projects contributed to the development of specific skills to create innovative space by means of various technologies and the ability to apply ICT in management and everyday life. Method roundtable with academics, trainers, heads of educational institutions has created favorable conditions for the development of the ability to correctly determine value in management skills regime of administrative work and cultural activities, commitment to innovation leaders PGEE. Brainstorming ,, Model of  modern leader PGEE “developed the ability to make effective decisions in problem situations, personnel management, deepened knowledge of the content and structure of the basic curriculum and test workshop provided them in practice. Training,, Personality development in innovative profile space “business game, planning content PGEE and training members of the educational process for change in education” helped managers PGEE in  personal problems and changedthe negative attitude towards yourself, other people, life prospects on the positive things that influenced their position from passive to active, exercises on self-promotion  the adoption of effective management decisions in troubled situations and will be useful in any situation in life, if you repeat them in their daily work managers PGEE. For training managers PGEE by subject-personal criterion than active learning, we used methods that are associated with the introduction of features specialized education and appropriate levels of professional competence sociocommunicational PGEE leaders, creating a situation creativity, collective understanding of the problem and the analysis of free , parallel study (we have analyzed in detail in the previous section of the research). The introduction of modern teaching methods in the process of training managers PGEE in post-graduate education is presented in Table 1.

In the control phase forming experiment was to analyze experimental data obtained as a result of the implementation in practice of the system model of continuous development of professional competence sociocommunicational PGEE leaders in postsecondary education. After diagnosing the participants of the experimental and control groups for criterion-oriented tests, we’ve scored points to a computer database to handle the program Excel. To compare the results of diagnostics in the control and experimental groups, we used the criteria consent Pearson χ2 [4, p. 91-96]. Calculate the value of the criterion χ2 (chi-square) was carried out according to the formula of Pearson.

Method of projects

It was considered the dynamics of increasing levels of professional competence sociocommunicational leaders PGEE (technological, creative, creative, akmeologic) for each of the criteria we set (motivational-oriented, socially active, object-personal and structural and behavioral) at the end of the experiment (Table 2). ,, Technological “level of professional competence sociocommunicational 6.45% PGEE managers in the experimental group and 12.00% PGEE  managers in the control group. ,, Creative “level of professional competence sociocommunicational with 22.05% of managers PGEE in the experimental group and 31.20% of managers PGEE  in the control group. In,, creative “level are 47.31% of managers PGEE  in the experimental group and 39.50% of managers PGEE  in the control group. ,,Acmeological “level of professional competence sociocommunicational owning 24.19% of managers PGEE in the experimental group and 17.30% PGEE managers in the control group.

As you can see from the table. 2, the experimental group of leaders PGEE technological level decreased by 6.59%, with creative – decreased by 8.86% creative – increased by 8.06%, and acmeological – increased by 7.39% in the control group were as follows: number of subjects with the technological level of CSE decreased by 1.39%, with creative – has not changed, with creative – increased by 0.6% and acmeological – increased by 0.79%. So, conducted diagnostic measures showed that the number of managers PGEE who reached akmeologic level of professional competence sociocommunicational, that increased development of professional competence sociocommunicational in the experimental group (24.19%) in 1.39 times greater than in the control (17, 30%).

Analysis of the reliability of the final results by the criterion χ2 showed that the obtained values for each criterion levels of professional competence sociocommunicational leaders PGEE is higher than the initial level Materiality (Ttabl = 7.814) and is accurate to the degree of probability P, which is close to 0.95 at α = 0.05. Calculating the value of the limit of error allowed to talk about the significance of the results of experimental studies.

Conclusions. Processing results of the pilot study suggests that pedagogical conditions (orientation training content the modern demands to levels of professional competence sociocommunicational; personality oriented focus of the educational process, implementation complexity, and innovation intehratyvnosti permanent learning, the use of active learning methods based on profile characteristics training) is the factor which increases levels of professional competence sociocommunicational PGEE leaders in post-graduate education. The results fully confirmed the hypothesis of the study and indicate whether further implementation of certain pedagogical conditions in the process of raising the level of professional competence sociocommunicational PGEE leaders in post-graduate education.
