Abstract
The attempt to analyze the problems of formation of civic culture in educational process in Russia is made in the article. The author tries to show how way general problems of modernization in Russia are reflected on broadcast of civic culture in educational process. In conclusion the hypothesis that pedagogical community including young teachers are not bearers of civic pattern.
