Abstract
The minute of the beginning of implementation in the South Korea of the neoliberal policy coincides with the minute of the beginning of democratization under the civil government. The government stated that the crisis of the late nineties which permitted the IMF to raise claims to the Korean economics was caused by the state industrialization whilst the government on its part tried to develop a competition however it faced a necessity to enhance wages.
